instalou novamente mais uma Comissão Parlamentar Mista de Inquérito - CPMI (com
a participação de Deputados e Senadores) para investigar os convênios firmados
entre o Governo Federal e entidades e movimentos de trabalhadores rurais.
<o:p></o:p></SPAN></FONT></P>
<P style="TEXT-ALIGN: justify; TEXT-INDENT: 36pt" class=MsoBodyText><FONT size=2
face="Nimbus Roman No9 L"><SPAN style="FONT-SIZE: 10pt">Apesar da Bancada
Ruralista e da grande imprensa insistir que é uma “CPMI do MST”, o requerimento
que criou a Comissão estabelece objetivos mais amplos, como explicitados na
ementa: “apurar as causas, condições e responsabilidades relacionadas a desvios
e irregularidades verificados em convênios e contratos firmados entre a União e
organizações ou entidades de reforma e desenvolvimento agrários, investigar o
financiamento clandestino, evasão de recursos para invasão de terras, analisar e
diagnosticar a estrutura fundiária agrária brasileira e, em especial, a promoção
e execução da reforma agrária”. <o:p></o:p></SPAN></FONT></P>

face="Nimbus Roman No9 L"><SPAN style="FONT-SIZE: 10pt">Diferente do divulgado
pela grande imprensa, os reais objetivos dos autores do requerimento - Bancada
Ruralista no Congresso - ao centrar as investigações apenas em convênios
assinados entre o Poder Executivo e entidades populares, é criminalizar os
movimentos sociais, especialmente o Movimento dos Trabalhadores Rurais Sem
Terra.<o:p></o:p></SPAN></FONT></P>
<P style="TEXT-ALIGN: justify; TEXT-INDENT: 36pt" class=MsoBodyText><FONT size=2
face="Nimbus Roman No9 L"><SPAN style="FONT-SIZE: 10pt">Esta é a terceira
Comissão Parlamentar de Inquérito com o mesmo objetivo nos últimos sete anos. Em
2003, foi criada a “CPMI da Terra”, que funcionou até novembro de 2005, e nada
provou contra o MST ou qualquer outra entidade agrária. Naquela CPMI, a Bancada
Ruralista conseguiu rejeitar o relatório apresentado pelo Dep. João Alfredo
(PSOL/CE), então relator da CPMI, e aprovou o relatório do Dep. <SPAN
class=SpellE>Lupion</SPAN> (DEM/PR), que propôs classificar as ocupações de
terra como crime hediondo. <o:p></o:p></SPAN></FONT></P>
<P style="TEXT-ALIGN: justify; TEXT-INDENT: 36pt" class=MsoBodyText><FONT size=2
face="Nimbus Roman No9 L"><SPAN style="FONT-SIZE: 10pt">Em junho de 2007, o
Senado aprovou a criação da CPI das ONGs, destinada a investigar a utilização de
recursos públicos por entidades da sociedade civil organizada. Novamente,
valendo-se de tese semelhante - ou seja, que as entidades populares e movimentos
sociais desviam recursos públicos -, os inimigos da reforma agrária voltaram a
atacar, pedindo a quebra do sigilo bancário, fiscal e telefônico de entidades
parceiras do MST. A CPI ainda está funcionando, e o seu encerramento está
previsto para fevereiro de 2010. Além de analisar a aplicação legal dos
recursos, seria importante analisar os resultados dos convênios, e se os
objetivos propostos foram realizados.<o:p></o:p></SPAN></FONT></P>

face="Nimbus Roman No9 L"><SPAN style="FONT-SIZE: 10pt">Agora, a Bancada
Ruralista voltou a atacar os movimentos sociais rurais, especialmente o MST, com
a criação de mais uma CPMI, buscando dar resposta às pressões de sua base
social, e utilizando-a como um meio de barrar a atualização dos índices de
produtividade. Os argumentos e a tese são sempre os mesmos: movimentos sociais e
entidades populares não têm direito a acessar recursos
públicos.<o:p></o:p></SPAN></FONT></P>

instalação desta CMPI, tendo como objeto de investigação a atuação de entidades
no meio rural, é uma excelente oportunidade para investigar, por exemplo, a
destinação dos recursos recebidos pelo Sistema S. Essa investigação é oportuna,
não só pela quantidade de recursos públicos envolvidos (entre 2000 e 2009, o
SENAR e o SESCOOP, entidades dominadas pelas entidades dos fazendeiros,
receberam, só em recursos da contribuição obrigatória, mais de R$ 2 bilhões),
mas também por fartas evidências de má <SPAN class=SpellE>versação</SPAN> dos
mesmos. Em reiteradas decisões do Tribunal de Contas da União, por exemplo,
estes recursos estariam sendo utilizados não para educar e treinar o povo do
campo, mas para manter, de forma irregular, as estruturas administrativas e
mordomias das Federações patronais. <o:p></o:p></SPAN></FONT></P>
<P style="TEXT-ALIGN: justify; TEXT-INDENT: 36pt" class=MsoBodyText><FONT size=2
face="Nimbus Roman No9 L"><SPAN style="FONT-SIZE: 10pt">Além disso, seguindo o
que está proposto na ementa do requerimento aprovado, é uma excelente
oportunidade para investigar a grilagem de terras <SPAN class=GramE>publicas
nos</SPAN> mais diversos Estados da Federação, que a imprensa denunciou e que
envolve inclusive parlamentares como a senadora <SPAN class=SpellE>Katia</SPAN>
Abreu, no estado de Tocantins, ou banqueiros sob suspeita, como é o caso da
compra de 36 fazendas em apenas <SPAN class=SpellE>tres</SPAN> anos no sul do
Pará pelo Banco <SPAN class=SpellE>Oportunity</SPAN>, o que foi denunciado em
<SPAN class=SpellE>inquerito</SPAN> da Policia
federal.<o:p></o:p></SPAN></FONT></P>
<P style="TEXT-ALIGN: justify; TEXT-INDENT: 36pt" class=MsoBodyText><FONT size=2
face="Nimbus Roman No9 L"><SPAN style="FONT-SIZE: 10pt">Ou ainda, como a compra
de terras por empresas estrangeiras em faixa de fronteira. Como acontece com a
empresa <SPAN class=SpellE>Stora</SPAN> <SPAN class=SpellE>Enso</SPAN>, no RS, e
a seita <SPAN class=SpellE>Monn</SPAN>, no MS. Além da notória desnacionalização
dos recursos naturais e da agricultura brasileira, que passa a ser controlada
cada vez mais por empresas <SPAN class=SpellE>transnnacionais</SPAN>, que impõem
sua lógica de lucro e afeta a soberania alimentar de nosso
país.<o:p></o:p></SPAN></FONT></P>
<P style="TEXT-ALIGN: justify; TEXT-INDENT: 36pt" class=MsoBodyText><FONT size=2
face="Nimbus Roman No9 L"><SPAN style="FONT-SIZE: 10pt">A violência no campo (e
suas causas) é outra realidade a ser investigada. Nos últimos anos, foram <SPAN
class=GramE>mortos</SPAN> diversas lideranças do MST e de outros movimentos
agrários. Desde a <SPAN class=SpellE>redemocratizaçao</SPAN>, em 1985, até os
dias atuais, foram <SPAN class=GramE>assassinados</SPAN> mais de 1.600
lideranças de trabalhadores rurais, incluindo agentes de pastoral, advogados
etc. Destes apenas 80 chegaram aos tribunais e menos de 20 foram julgados. A
CPMI precisa investigar os seus <SPAN class=SpellE>responsaveis</SPAN> e por que
o poder judiciário é <SPAN class=SpellE>tao</SPAN> conivente com os <SPAN
class=SpellE>latifundiarios</SPAN> mandantes desses
crimes.<o:p></o:p></SPAN></FONT></P>
<P style="TEXT-ALIGN: justify; TEXT-INDENT: 36pt" class=MsoBodyText><FONT size=2
face="Nimbus Roman No9 L"><SPAN style="FONT-SIZE: 10pt">Recomendamos que o
parlamento brasileiro investigue porque um verdadeiro <SPAN
class=SpellE>oligopolio</SPAN> de empresas <SPAN
class=SpellE>estrangerias</SPAN> domina a <SPAN class=SpellE>produçao</SPAN> de
agrotóxicos, e transformou o Brasil no maior consumidor mundial de venenos <SPAN
class=SpellE>agricolas</SPAN>, afetando a qualidade dos alimentos e a saúde da
população, sem nenhuma responsabilidade.<o:p></o:p></SPAN></FONT></P>
<P style="TEXT-ALIGN: justify; TEXT-INDENT: 36pt" class=MsoBodyText><FONT size=2
face="Nimbus Roman No9 L"><SPAN style="FONT-SIZE: 10pt">Entendemos que estes
seriam alguns temas que esta CMPI deveria investigar, contribuindo para a
construção de uma sociedade verdadeiramente democrática, apoiando as iniciativas
populares, inclusive das organizações e movimentos que, na conquista de um
pedaço de chão, produzem alimentos para a população brasileira. A restrição dos
trabalhos dessa CMPI à investigação apenas de convênios de entidades parceiras
do MST representará, unicamente, mais uma iniciativa parlamentar de
criminalização dos movimentos sociais e não uma contribuição ao desenvolvimento
e democratização do campo brasileiro.<o:p></o:p></SPAN></FONT></P>
<P style="TEXT-ALIGN: justify; TEXT-INDENT: 36pt" class=MsoBodyText><FONT size=2
face="Nimbus Roman No9 L"><SPAN style="FONT-SIZE: 10pt">Queremos manifestar aos
senhores nossa total solidariedade ao MST e a todos os <SPAN
class=SpellE>movimetnos</SPAN> sociais e entidades que colocam seus esforços na
luta por uma reforma <SPAN class=SpellE>agraria</SPAN> justa e necessária. O
Brasil nunca será uma sociedade <SPAN class=SpellE>democratica</SPAN>, nem
justa, se não resolver essa vergonhosa concentração da propriedade da terra, em
que apenas 15 mil fazendeiros <SPAN class=SpellE>sao</SPAN> donos de 98 milhões
de hectares, como <SPAN class=SpellE>denunicou</SPAN> o ultimo censo, e que
menos de 2% do total dos <SPAN class=SpellE>estabelecimetnso</SPAN> controlam
mais de 45% de todas as terras. E quem luta pela democratização da propriedade,
<SPAN class=SpellE>nao</SPAN> poder ser criminalizado justamente por aqueles que
querem manter o <SPAN class=SpellE>monopolio</SPAN> da propriedade da
terra.<o:p></o:p></SPAN></FONT></P>
